FIGURE J-4 - West Chester Pike (PA Route 3) Corridor Western Study Intersections
The intersection improvements presented in the scenarios below are significantly different than those needed in the 2007 analysis conditions.
Option 1
West Chester Pike (PA Route 3) and School Lane/Proposed Access
• Widen West Chester Pike (PA Route 3) to provide three through
lanes in each direction.
• Provide a second southbound left-turn lane on the proposed
access.
Benefits
• Intersection capacity and levels of service are improved and result
in LOS D or better conditions during both peak hours.
West Chester Pike (PA Route 3) and SAP America Access
• Widen West Chester Pike (PA Route 3) to provide three through
lanes in each direction.
• Provide a second southbound left-turn lane on the SAP America
access.
• Modify the traffic signal timing plan.
Benefits
• Intersection capacity and levels of service are improved and result
in LOS D or better conditions during both peak hours.
West Chester Pike (PA Route 3) and Campus Boulevard/Alice Grim Boulevard
• Widen West Chester Pike (PA Route 3) to provide three through
lanes in each direction.
• Provide a second eastbound West Chester Pike (PA Route 3) left-
turn lane.
• Provide a second northbound Campus Boulevard and
southbound Alice Grim Boulevard left-turn lane.
• Provide a separate northbound Campus Boulevard right-turn
lane.
• Modify the traffic signal phasing/timing plan.
Benefits
• Intersection capacity and levels of service are improved for all
approaches to the intersection.
Challenges
• Acquiring right-of-way and property in order to provide
widening along Campus Boulevard.
Opinion of Costs
•    The order of magnitude preliminary opinion of cost is between $2.5 to $3 million, which includes construction costs, but excludes engineering fees, utility relocation, and right-of-way acquisition costs.
Option 2
West Chester Pike (PA Route 3) and School Lane/Proposed Access
• Same improvements as Option 1.
West Chester Pike (PA Route 3) and SAP America Access
• Same improvements as Option 1.
West Chester Pike (PA Route 3) and Campus Boulevard/Alice Grim Boulevard
• Provide the same intersection improvements as listed above in
Option 1.
• Provide additional access to the proposed Joyfor development,
located on the north side of West Chester Pike (PA Route 3), via
Boot Road.
• With the additional traffic at West Chester Pike (PA Route 3)/Boot
Road, improvements are required at this intersection, as follows:
o   Relocate Boot Road to the west along West Chester Pike (PA Route 3) to provide a perpendicular intersection and create greater intersection spacing from the signalized SAP America access.
o   Widen West Chester Pike (PA Route 3) to provide three through lanes in each direction.
o   Provide a separate eastbound West Chester Pike (PA Route 3) left-turn lane.
o   Provide a separate southbound Boot Road left-turn lane and shared left-/right-turn lane.
o Install a traffic signal, as warranted based on the future projected traffic volumes with provision of access from the Joyfor development to Boot Road.
Benefits
• More efficient access for the Joyfor development with access to
two roadways.
• Intersection capacity and levels of service are improved for all
approaches to the intersection.
Challenges
• Still does not achieve LOS D or better conditions for all
movements at the intersection.
• Introduces another traffic signal along West Chester Pike (PA
Route 3)
• Acquiring right-of-way and property in order to provide
widening along Campus Boulevard.
• Acquiring right-of-way and property in order to provide
additional access to Boot Road from the proposed Joyfor
development on the north side of West Chester Pike (PA Route 3).

• Acquiring right-of-way and property in order to relocate Boot
Road to the west along West Chester Pike (PA Route 3).
Opinion of Costs
