West Chester Pike (PA Route 3) and Saint Albans Avenue/Diner Access
• Modify the traffic signal timing plan.
Benefits
• Low cost improvement that results in improved levels of service at the
intersection.
Challenges
• Some delay (LOS E) remains on the northbound and southbound side
street approaches during the weekday afternoon peak hour only.
Opinion of Costs
• The order of magnitude preliminary opinion of cost is approximately
$2,500, which includes construction costs, but excludes engineering fees,
utility relocation, and right-of-way acquisition costs.

West Chester Pike (PA Route 3) and Bank Access/Newtown Square Shopping Center Access
• Modify the traffic signal timing plan.

intersection.

• Some delay (LOS E) remains on the northbound side street approach
during the weekday afternoon peak hour only.

(PA Route 3) left-turn movement during the weekday morning peak
hour.
Opinion of Costs
• The order of magnitude preliminary opinion of cost is approximately
$2,500, which includes construction costs, but excludes engineering fees,
utility relocation, and right-of-way acquisition costs.
