Option 1
Newtown Street Road (PA Route 252) and SAP America Access
• Widen the SAP America access approach to provide a second
eastbound left-turn lane.
• Modify the traffic signal timing plan.
Benefits
• Provides the needed capacity for traffic exiting the SAP America
site without widening along Newtown Street Road (PA Route
252), resulting in LOS D or better conditions during both peak
hours.

Newtown Street Road (PA Route 252) and Goshen Road
• Widen Newtown Street Road (PA Route 252) to provide a third
through lane in each direction.
• Modify the traffic signal timing plan.
Benefits
• Intersection capacity and traffic flow is improved for the through
movements along Newtown Street Road (PA Route 252), resulting
in acceptable LOS D or better conditions during both peak hours.
Challenges
• Acquiring right-of-way to provide widening along Newtown
Street Road (PA Route 252).

Newtown Street Road (PA Route 252) and Saw Mill Road
• Install a traffic signal, as warranted based on future projected
traffic volumes.
Benefits
• Levels of service are improved for the Saw Mill Road side-street
approach.
Challenges
• The traffic signal is warranted based on future traffic volume
projections. PENNDOT generally will not approve the
installation of a traffic signal until the required traffic volumes
exist.

Opinion of Costs
• The order of magnitude preliminary opinion of cost is between $1.5 to
$2 million, which includes construction costs, but excludes
engineering fees, utility relocation, and right-of-way acquisition costs.

Options 2 and 3
Newtown Street Road (PA Route 252) and SAP America Access
• Same improvements as Option 1

Newtown Street Road (PA Route 252) and Saw Mill Road
• Same improvements as Option 1

Newtown Street Road (PA Route 252) and Goshen Road
• Ban the northbound and southbound Newtown Street Road (PA
Route 252) left-turn movements and construct loop roads on the
northwest and southwest corners of the intersection.
• Widen eastbound Goshen Road to provide a second through lane.
• Modify the traffic signal timing plan.
• Provide a signalized intersection along Newtown Street Road (PA

Route 252) south of Goshen Road as the proposed loop road.
• Provide either a signalized four-leg intersection, or two signalized
T-intersections along the western leg of Goshen Road as the
proposed loop road intersections.
Benefits
• Intersection capacity and levels of service are improved to LOS D
or better conditions during both peak hours.
• Widening is not required along Newtown Street Road (PA Route
252).
Challenges
• Acquiring right-of-way and property to construct the proposed
loop roads on the northwest and southwest corners of the
intersection.
Opinion of Costs
• The order of magnitude preliminary opinion of cost is between $2.5 to
$3 million for either Option 1 or Option 2, which includes
construction costs, but excludes engineering fees, utility relocation,
and right-of-way acquisition costs.
