Figure E-l - Newtown Street Road (PA Route 252) and Gradyville Road
Option 1
• Provide a separate right-turn lane on the southbound Newtown Street
Road (PA Route 252) approach.
• Provide a separate right-turn lane on the eastbound and westbound
Gradyville Road approaches.
• Modify the traffic signal timing plan.
Benefits
• Widening, and therefore, impacts to right-of-way and adjacent properties,
are minimized.
Challenges
• Improvements do not fully address the capacity deficiencies at the
intersection.
Opinion of Costs
• The order of magnitude preliminary opinion of cost is between $500,000
to $750,000, which includes construction costs, but excludes engineering
fees, utility relocation, and right-of-way acquisition costs.

Option 2
• Widen Newtown Street Road (PA Route 252) to provide a second through
lane in each direction.
• Modify the traffic signal timing plan.
Benefits
• Intersection capacity and levels of service are improved to LOS D or
better during both peak hours.
Challenges
• Acquiring right-of-way to complete widening along Newtown Street
Road (PA Route 252).
Opinion of Costs
• The order of magnitude preliminary opinion of cost is between $750,000
to $1.5 million, which includes construction costs, but excludes
engineering fees, utility relocation, and right-of-way acquisition costs.
