Figure C - Additional intersection configurations were evaluated for West Chester Pike (PA Route 3) and Bishop Hollow Road/Clyde Lane. Instead of closing Clyde Lane and creating a new signalized T-intersection to the west along West Chester Pike (PA Route 3), as shown in Figure B, another option is to close Clyde Lane at its present intersection with West Chester Pike (PA Route 3), and divert the southbound Clyde Lane traffic to Winding Way/Roe Lane. The following intersection improvements are recommended:
West Chester Pike (PA Route 3) and Bishop Hollow Road
• Close the southbound Clyde Lane approach and divert traffic to Winding
Way.
• Provide a separate eastbound West Chester Pike (PA Route 3) right-turn
lane.
• Provide a separate northbound Bishop Hollow Road left-turn lane.
• Modify the traffic signal phasing/timing plan.

West Chester Pike (PA Route 3) and Winding Way/Roe Lane
• Install a traffic signal, as warranted based on existing traffic volumes.
• Allow the southbound left-turn movement from Winding Way by
providing a separate left-turn lane.
• Provide a second southbound Winding Way right-turn lane.
Benefits
• As compared to Figure B, the need for an additional traffic signal is eliminated.
• With the elimination of Clyde Lane, vehicular queues are reduced along West
Chester Pike between the intersections with Bishop Hollow Road and Newtown
Street Road (PA Route 252).
Challenges
• Although the vehicular queues are reduced between Bishop Hollow Road and
Newtown Street Road (PA Route 252), the two signalized intersections continue to
be closely spaced.
Opinion of Costs
• The order of magnitude preliminary opinion of cost is between $4 to $5 million,
which includes construction costs, but excludes engineering fees, utility relocation,
and right-of-way acquisition costs.
