Figure B - At the intersection of West Chester Pike (PA Route 3)/Newtown Street Road (PA Route 252), ban all left-turn movements. The eastbound West Chester Pike (PA Route 3) left-turn movement will continue to divert to Winding Way, as shown in Figure A. The northbound Newtown Street Road (PA Route 252) left-turn movement will travel through the intersection with West Chester Pike (PA Route 3), turn left onto Winding Way by permitting this currently banned movement and access West Chester Pike (PA Route 3) via Winding Way. The southbound Newtown Street Road (PA Route 252) left-turn movement will travel through the intersection with West Chester Pike (PA Route 3), turn left onto a new loop road on the southeast corner of the intersection, and access West Chester Pike (PA Route 3) opposite Bryn Mawr Avenue. The westbound left-turn movement will turn left at a new loop road opposite Bryn Mawr Avenue, and access Newtown Street Road (PA Route 252) via a new loop road intersection. The following intersection improvements are recommended:

West Chester Pike (PA Route 3) and Newtown Street Road (PA Route 252)
• Ban all left-turn movements.
• Lengthen the second through lane in the northbound and southbound
directions along Newtown Street Road (PA Route 252) south of West
Chester Pike (PA Route 3).
• Modify the traffic signal phasing/timing plan.

West Chester Pike (PA Route 3) and Bishop Hollow Road
• Close the southbound Clyde Lane approach and relocate it to the west as
a separate T-intersection.
• Provide a separate eastbound West Chester Pike (PA Route 3) right-turn
lane.
• Provide a separate northbound Bishop Hollow Road left-turn lane.
• Modify the traffic signal phasing/timing plan.

West Chester Pike (PA Route 3) and Relocated Clyde Lane
• Close the southbound Clyde Lane approach at Bishop Hollow Road and
relocate it to the west as a separate T-intersection.
• Install a traffic signal, as warranted, based on existing traffic volumes.
• Provide a separate eastbound West Chester Pike (PA Route 3) left-turn
lane.
• Provide separate southbound Clyde Lane left- and right-turn lanes.
West Chester Pike (PA Route 3) and Winding Way/Roe Lane
• Install a traffic signal, as warranted, based on existing traffic volumes.

Newtown Street Road (PA Route 252) and Winding Way/Saint Albans Avenue

Option 1
• Permit the northbound Newtown Street Road (PA Route 252) left-
turn movement (currently prohibited) by providing dual left-turn
lanes in order to accommodate the banned northbound left-turn
movement from West Chester Pike (PA Route 3)/Newtown Street
Road (PA Route 252).
• Provide a second southbound Newtown Street Road (PA Route
252) left-turn lane.
• Provide a second eastbound Winding Way left-turn lane.
• Provide a separate eastbound Winding Way right-turn lane.
• Modify the traffic signal phasing/timing plan.
Option 2
• Provide a second access along Newtown Street Road (PA Route
252) north of Winding Way to serve the proposed SAP America
expansion, the occupancy of the Lyondell space, Ellis Preserve,
and Town Center development, as well as some regional traffic, to
preserve the function of Winding Way as an alternate route to the
West Chester Pike (PA Route 3)/Newtown Street Road (PA Route
252) intersection.
• Permit the northbound Newtown Street Road (PA Route 252) left-
turn movement (currently prohibited) by providing a separate
single left-turn lane in order to accommodate the banned
northbound left-turn movement from West Chester Pike (PA
Route 3)/Newtown Street Road (PA Route 252).
• Provide a second southbound Newtown Street Road (PA Route
252) left-turn lane.
• Provide a second eastbound Winding Way left-turn lane.
• Provide a separate eastbound Winding Way right-turn lane.
• Modify the traffic signal phasing/timing plan.

Newtown Street Road (PA Route 252) and Proposed Loop Road
• Construct a loop road from Newtown Street Road (PA Route 252)
opposite Reese Avenue (or another similar location) to West Chester Pike
(PA Route 3) opposite Bryn Mawr Avenue via the Dunwoody Village
access.
• Install a traffic signal, as warranted, based on the future projected traffic
volumes.
• Widen Newtown Street Road (PA Route 252) to provide a second through
lane in each direction.
• Provide a separate northbound and southbound Newtown Street Road
(PA Route 252) left-turn lane.

West Chester Pike (PA Route 3) and Bryn Mawr Avenue/Dunwoody Village Access/Proposed Loop Road
• Construct a loop road from Newtown Street Road (PA Route 252) to West
Chester Pike (PA Route 3) opposite Bryn Mawr Avenue via the
Dunwoody Village access.
• Provide a separate northbound Dunwoody Village access/proposed loop
road right-turn lane.
• Modify the traffic signal phasing/timing plan.
Benefits
• Improved intersection capacity and levels of service at West Chester Pike (PA Route
3) and Newtown Street Road (PA Route 252) on all approaches.
• Does not require widening for additional through lanes along West Chester Pike (PA
Route 3) or turning lanes at the constrained intersection of West Chester Pike (PA
Route 3) and Newtown Street Road (PA Route 252) in order to achieve acceptable
levels of service.
• With the relocation of Clyde Lane, and greater intersection spacing, vehicular queues
are reduced along West Chester Pike between the intersections with Bishop Hollow
Road and Newtown Street Road (PA Route 252), and better levels of service are
achieved as two separate T-intersection.
Challenges
• Acquiring right-of-way and property for the construction of a loop road on the
southeast corner of West Chester Pike (PA Route 3) and Newtown Street Road (PA
Route 252).
The exact alignment and location of this loop road is subject to change;
however, it is only the concept for a loop road on this corner that is offered for
consideration as a benefit to traffic operations.
• By banning the northbound Newtown Street Road (PA Route 252) left-turn
movement at West Chester Pike (PA Route 3), significant widening is needed to
accommodate the additional traffic volumes at the intersection of Newtown Street
Road (PA Route 252) and Winding Way/Saint Albans Avenue.
• With relocation of Clyde Lane to provide a new signalized T-intersection, the traffic
signal spacing is very close along West Chester Pike (PA Route 3).
Opinion of Costs
• The order of magnitude preliminary opinion of cost is between $4 to $5 million or
between $4.5 to $5.5 million with Option 1 or Option 2, respectively, at Newtown
Street Road (PA Route 252)/Winding Way/Saint Albans Road, which includes
construction costs, but excludes engineering fees, utility relocation, and right-of-way
acquisition costs.
